I don't think that's Kuretz. When you're in an area that happens to have a higher-levelled player, the NPCs will grow accustomed to the levelling and anyone else in that area will also find the aforementioned balanced enemies. The ones that you've found are just Lost Prospects, and not Kuretz. They use the Stagger style and do summon their weapons when low health, but just for clarification they've spawned since there was another player in your area.
